Basically Yajima wanted to XY series to be another "Naruto" but with Sasuke as the main character. He even wasted Serena's character to push NaruHina in Pokemon.

All Serena needed was a strong personality like Misty and an active protagonist role like Dawn while developing funny dynamic with all the character.
