You don't even need all 4 fish out, just 3 will do since you do 110 with Choice Band and nothing will one shot you anyway. This is just a cookie cutter build and I'm looking at it like "the only way I beat this is to kill Machoke then spread" or "hope Cynthia dead draws." Hell, for all I know a Quagsire build might be viable since Wishiwashi GX should never die, just keep a GX in the active, load up another GX on the bench, then Quagsire all the energy to the active while Max Potioning and only needing two non GX's out to hit 190 and 3 to hit 210, and then just nuke whatever the largest threat is. You'd only need three water and a DCE.
