One of the Panda’s ancestors had a thumb for gripping and climbing, but as it became a ground walking animal the thumb shifted into being another finger. Then, later, when it had use for gripping again for its diet, instead of having the finger developed back into a thumb again, it evolved a sixth pseudo-thumb out of its wrist.
Because evolution just goes with whatever it finds first that works, rather than having an actual plan.
