During my first playthrough, I caught all the new Pokemon I came across and started avoiding random encounters halfway through and still ended up overleveled by the time I hit Leon. I even did t a second playthrough where I avoided random encounters the whole way and ended up the same against Leon though admittedly slightly under the last fight against Hop.
