Increase damage values across the board. Currently its damage is scaled so that it NEEDS crits in order to reach the baseline of other characters.

It's the only speedster without a consistent form of healing now, so give it 10% lifesteal to match.

Increase Boosted attack damage since it's on a timer.
Stored Power: gains charges much faster, or rescale to increase damage per successive hit (instead of reduce). Stored Power can stun if the max # of charges hit the same target.
Psybeam: still can't tell if this spreads stuns prior to upgrade. If not, then spread slows on the base (stuns converted to slow), then spread stuns on the upgrade.
Future Sight: actually make it so that the powered-up skills gets triggered properly
