Leon didn't last because Gen 8 as a whole was a disaster everyone was in a rush to forget, even the most staunch defenders of Gamefreak when Gen 8 was new don't talk about it because there isn't a single thing in SWSH that wasn't done miles better in SV. Leon's fanbase now is fujos and not much else, anyone who is into Pokemon for it's character writing has ample choice in SV.

She's popular because Sinnoh was Kanto 2 thanks to the DS, not because she's well written or anything of the sort. Kind of amazing that in all of her cameos and shilling the most you can say about her is that she's cool headed, I don't she she's ever made more than one expression. I am actually struggling to think of an instance where Cynthia showed anything resembling a character after 15 years of her.
