Many sprite artists and the dipshits who go HIRE THIS MAN over stuff like what you posted have no concept of (or concern for on the artist's end) the hardware limitations that the designers had to work with, or changes that happened during development, like the Game Boy Color coming out while Gen 2 was being worked on, so things had to be redone to accommodate/take advantage of that.
