It was "imagination space", like the endless patches of grass on route 1.
Additionally, diglet cave was a clever usage of such "empty space". When I was playing it back then, I didn't see that coming. The same about the pallet town "harbor", it felt off limits and I was the person in my class who discovered that you could skip caves and sea if you just fly to pallet town and then swim south.
