Hoenn was the region with "too much water", had a villain organization dedicated to improving the lives of water pokemon & the 1st Water/Bug type pokemon. That we never get to see how exactly Misty would react to Team Aqua or Surskit is a shame.
Though at the time I imagine the shippers were the most butthurt about it. After all the ship teasing in Orange League, Johto's lack of shipping development & then dropping Misty was beyond infuriating.
