I'm surprised no one here posted this. There was an interview with Alex Moffit posted on EuroGamer in response to the lake guardian shiny rate, which was conducted in Los Angeles while they were showing off the Showcase and Route features they plan on adding to the game soon at Summer Game Fest:

I find it really hard to believe that they're really doing anything to improve the quality of this game. At best, the engineers are learning how to code and getting proper experience working with the game while they try to add these half-baked features, but even then that might be giving them more credit than they deserve.
