After living its life as a Phione, it pupates into a Manaphy egg and drifts on ocean currents until it reaches the more bountiful warm seas and reawakens. The Manaphy egg we get in Diamond and Pearl being the sole outlier because it was found in a warm climate and transferred to a cold one right before it's ready to hatch. The much more powerful Manaphy then travels to cold waters, sires the next generation of Phione, and then skips town for the cycle to repeat again.
