it's a thing for people that actively hunt said HAs so they know which one exist and which ones doesn't, so they don't hunt multiple time the same ones
the point of having to trade with someone of the hunting group is so if you're hoarding a pokemon that guy want, you're not gonna force him into hunting one uselessly while you yourself have one
some people like to hoard HAs and keep them a secret/private thing until they get to show them off during a tournament as some sort of trump card, but that doesn't mean that everyone share the same beliefs, most people will just give them out
