There seems to be a running theme in the game that people question whether the paradox pokemon are actually pokemon when seeing or hearing about them for the first time. Even in Scarlet where the paradoxes are obviously living creatures, people in universe can apparently tell something is off about them. People aside from Penny, who mistakes Scream Tail/Iron Bundle for a regular Jigglypuff/Delibird at first glance and only wonders what it is after the battle.
As an aside, while going through the game text I noticed that the paradox pokemon have anime-ish cries where they say their name in dialogue boxes, sort of. Rather, they say the name of the pokemon they're based on, or part of it.
