The most important thing about Hugh's arc is being able to forgive the team plasma members trying to atone. At the start any and everyone who was involved with plasma was an enemy to him. But Clay and Marlin speaking to him helped him to understand that even if someone does wrong, they can be allowed redemption, and as a victim of their wrongs, Hugh had to learn to let his resentment go for the people trying to make it right.
It's an interesting arc that no other rival really touches on, but one they could've done more for. Maybe if they included the team plasma member who directly stole that Purlion as part of the story. Maybe it being the guy who speaks with his old buddy who's on the neo team in Driftveil. If they make that guy and the one who seeks into neo plasma the same person (he might already be, I don't remember), he can have more narrative significance to Hugh and flesh out his arc more. That way, Hugh would have to learn to forgive not just the people associated with the ones who wronged, him but the one who directly wronged him and is the cause for his resentment. I think it could've been a really nice conclusion for him.
