As far as I know, Pokemon already communicate with humans, although the methods they do so vary on species. I'd also like to think they can consent regardless of species, since many could easily off people that tries to force their way into mating. Of course, they could also choose to do the latter as well. The rest of the questions are up for you to decide since this is christian imageboard.
