Story purposes primarily. I liked the idea that Mukboy, being a victim of circumstances, made Blankface question his own ideals and wonder if he's doing the right thing, a "He wouldn't be like this had I acted" deal. That eventually developed into a heroic turn that I just really liked.
As for the contrast betwen heroes and villains, it's kinda the point. They're like Batman and some of his rogues, where the bad guys have a lot of powerhouses, while the heroes only have just their skills to deal with them. Also, a story tidbit I want to share:
Mr. Cataclysm/Cormac sees these students as the perfect experiment. While he still wants to win and turn people into freaks, he sees in these kids the opportunity to satisfy his curiosity, to see if regular humans can deal with monsters. It's like Hugo Strange throwing mutants at Batman, a way to fulfil his fantasies.

Rika was a character I originally made for funsies (the only other one I made like that is Erika). She is however, part of the storyline where she tests Yayoi in a match where the latter showcases her mimicking skills (eg. Damian’s Gardevoir can combine Aura Sphere and Energy Ball to create a powerful spreadshot. Yayoi uses that same technique with one of her Smeargle in the match).
And yes, more canon characters are in the story. Erika, for example, is part of a group of several gym leaders and elite trainers turned into mutants by Team Vendetta. She ends up looking like the PULSE Tangrowth from Pokémon Reborn.
