People are complaining because despite being an open world map gyms and the like are at fixed levels, implying a set order. Going out of order leads to people being overleveled when they have to go back to the areas they missed. As an example, I took on psychic lady with a team at her level without doing the normal gym, so now when I get to his gym I'll be +10 levels above him.
