thats because once you beat morty, you are free to take on 5, 6 and 7 in any order. the best order to solve your "level curve problems" is to get surf, ,do the lighthouse, get the medicine, battle chuck, do the lake of rage, do the rocket hideout in mahogany, battle pryce, battle jasmine, and then the goldenrod take over. but you would know all this if you ACTUALLY PLAYED THE GAME.

by the time you exit ice path, a team of 5-6 will be level in the mid 30s, and you have dragon's den and the trainers on route 45 to train to get you higher, AND the blackthorn gym trainers.

you have the trainers leading up to victory road, as well as the elite four to train. you should be just under level 40 with minimal grinding by the time you reach the elite four, and you can beat lance with a team of 38-45s. not a flaw.

that's because some of these new pokemon are kanto native. for example, houndour was always from kanto, slugma came from the volcano on seafoam islands erupting, pupitar was always in mt. silver, a previously unexplored part of kanto, and porygon2 was a newly invented evolution of a pokemon invented by silph. i'm sorry you can't appreciate proper worldbuilding and have to have every bit of lore given to you at face value.
