I've really underestimated how good Quagsire and Sandshrew are in Johto. Quagsire answers Jasmine better than any other Pokémon in the game and Sandshrew offers similar benefits in being bulky and hitting reasonably hard. Quagsire ultimately comes on top and it's not even close. It learns Earthquake at a reasonably low level of 36, just in time for the Elite 4. Whereas Sandshrew does not learn Earthquake by leveling up, or any other damage-dealing Ground-type attack with the exception of Sand Tomb (Lv.27, or Lv. 33 as a Sandslash) lol. Quagsire learns Mud Shot (Lv. 9) and Mud Bomb (Lv. 19) which are indefinitely better than Sandshrew's only 2 ground-type moves by level up (being able to hit Jasmine's Steelix for SPECIAL super-effective damage) lmao. and finally, Quagsire's only weakness is grass, which is not used by any gym leader; compared to Sandshrew who hates Chuck's Poliwrath, Pryce, and Claire's Kingdra. man, it's kinda demoralizing how badly Quagsire outclasses Sandshrew...
