I feel like this game is mocking me, I haven't seen a single Pokemon with even passable IVs besides a Rattata I caught, which has a bold nature, there also seems to be two fakemon in the grass of the first area, the issue is that they seem to be obscenely low encounter rates. Another issue I noticed is that none of the fakemon have their own unique cries, pretty lame that this game showcases some of them front and center like the stupid animu fairy and she doesn't even have a cry.
