Give all Pikachu stats of the starter Pikachu from LGPE. All single-stage Pikaclones have low-400 base stats while Pika is stuck at 320 since the dawn of times. Starter Pikachu has balanced 430 stats and no real gimmick on its own, so it'll fit right in with other electric rats, and Light Ball won't break it either (and it's way too frail for Eviolite to help). Will still be weaker than Raichu but justice will prevail and make the OG rat the second best rat after the hedgehog, and it'll be an actually somewhat usable mon too.
