>>27236661I'm guessing you can always just classify it as an artistic liberty if it doesn't end up being legitimate, but I'm pretty sure most of the art made for it, either fanmade or official, only really shows fluff on its neck, and the body is left ambiguous.
I'd say make it scaly since its a dragon, but given this is the only pokemon explicitly made primarly flying type, my guess is its more of a bat than a dragon
