In UU if a pokemon is really good then it's usage goes up. If it is crazy good it's usage explodes in which case it should automatically find itself pushed out of its tier and into the next one.
If Azumarill facefucks UU, it's usage goes up, it automatically should find its way into the OU threshold thus boom, no manual ban required.
That's how the tiers were designed to work... on paper but they aren't working that way because these 'middle' tiers are becoming more and more bloated. That is a sign that the usage system isn't working and needs to be re-evaluated.
But this is a game for fucking 10 year olds and autistic NEETS so who fucking cares?
