In USUM, they added a mechanic where after a period of inactivity Rotom's eyes would lower as if he were tired or bored. If you tapped him, he'd play an animation or ask you a question, and then his eyes would flash, and tapping on his eyes let you basically use him like a slot machine to get a special power up item.
Basically, he was there to make the game feel personable and was perfectly easy to ignore if you felt like it. I don't get why /vp/ acts like he forced himself on you.
