Also it isn't rooted in place to the earth and standing still. It controls the dirt around it and is able to move around on its own. Also those roots are its arms.

The way I see it, short of STAB fire or ice or brave bird from say smashiary or warquila, it's a 2HKO and completely viable in battle.
Why you would use it against an ice type is beyond me. Movepool diversity is nowhere near GF levels so physical ice moves don't appear much. Calm down man.
