I'd always give him the most gummis in RT.
Was odd he wasn't just in his usual spot in the remake but you can get him technically earlier so its still a win.
I do miss in RT & EoS when Pokemon could have both their abilities at the same time. Water Absorb + Damp was fantastic for all the Water Dungeons and Blast Traps.
