Only a handful of Pokemon from lower tiers even made it into the Gen V SR-less OU ladder, and they were still at the very bottom because they're just not that good.
And now with SR still in play we have Mega Charizards, M-Pinsir and Volcarona still at the top of the tier. Are they slightly weakened by rocks? Sure, it's a common hazard. But they're still used because they're good and because good players deal with rocks before sending them out. Rocks are in every tier, they're not going to massively shake up what is and isn't OU.
