I think it came from the Pokedex book, which was published the same month Red and Green released in Japan. It's the purest form of original day 1 canon we got.
It said that Pokemon could all be classified as their own species, and it's where shrinkage was first mentioned. Shrinking being what separates Pokemon from all other animals, which also still exist.
