>>57328005>>57328102I don't recall any of that in the leaks, or maybe I missed it. But Area Zero's codename is literally atlantis, and underwater might have made it too similar to the Terarium. Maybe that's why they decided to do something different.
What I remember from the leaks is that they were worried it would be too similar to "Gaia" (gen 10 codename)
Some early depictions of Rakua made me think for a while it would be Area Zero
