But the being itself is not just a "forgiving being," it is the being that "exists" outside of the universe, although saying he "exists" is ultimately a limiting term that doesn't fully grasp the scope. Ultimately you have to remember that in Christianity, God is the source of not only all material things, but IMMATERIAL things as well. Things like morals, truth, logic, time, etc are all created aspects that source from God. He is the All-Maker. Basically what I'm getting at is that orthodox Christian theology gets a little complicated.
