9 years ago was 2014, not 1994. Digital fanart was already very mature by that point, let alone digital art in general. There was no big jump in quality from 2013 to 2023 like from 2003 to 2013. There was no major hardware or software advancements in the last 10 years. And many, many people have been reaching skill levels far beyond that for centuries.
It absolutely is bad by the standards of Pokémon fanart from 9 years ago.
