Mohn: An actual scientist who found the Ultra Wormholes and Ultra Space. The real reason he left and made Pokepelago was because the Executives gave him the ultimatum of either giving them his research or getting fired. Lusamine is more likely his sister than his wife since they look related, and they made up the whole family drama thing to cover up the real reason he isn’t around.
Burnet: Celebrity Cameo for sure, though she and Kukui are probably actually married, too. Was brought in because Mohn refused to cooperate. Pretends to not know the Masked Royale’s identity as a gag.
Red and Blue: Last-minute celebrity endorsements from Kanto. Blue knows all they have to do is be there for people to go wild, so they don’t do anything special. Red just wants to battle pokemon.
Ryuki: Another celebrity cameo from some region nobody’s heard of. He’s in it more to advertise himself than Alola or even his own region, which is why he never mentions its name. What a cunt.
Plumeria: Was one of the first people to join Guzma’s rebellion but also the first to see how futile it was. Knew full well that most of the newer Grunts were moles and plants, but let them in anyway so as to not piss off the Executives and cause more trouble than it was all worth.
Wicke: Has ties to the world government and top secret files from everywhere in the region. Either the mastermind of the theory or their representative.
Dexio and Sina: They followed Zygarde when it got depressed over not having its own game and decided to go to Alola for a vacation. Zygarde got so sad that it had a literal breakdown and D&S asked the Executives for help to pick up the pieces.
The Sightseer Trainers: Plants spread throughout the region to show how booming the tourism industry is, and given Kanto variants of pokemon to look legit and encapsulate how exotic the Alolan formes are.
