the vanilluxe could have actually benefited from being a "gimmick" pokemon, the design of it being entirely made of ice and the "ice cream" being a coating of snow could have been implemented into a komala-esque ability, where their default form is "snowless," but when it hails they become frozen, and change forme to what we recognize as their default appearance, gaining increased stats and resistance to fire, however being hit by a fire attack will thaw them and return them to their more vulnerable default state.
