What tools do you have at your arsenal?
Don't fight what you have.
Even if its just ms paint and a mouse, getting familiar with your tools can make a huge impact on the end product.
What you'll probably hear from alot of artists is to stop chicken scratching. Thats like picking at a scab. Instead you should get used to pulling off the whole line in one go. You must be both confident and careful with every stroke. If you get a stroke you don't love, Ctrl +Z. Over and and over again until you get good results.
Regarding the eyes: What are you going for? Are you trying to do do it from memory? Google search squirtle and take a good long look at the eyes, the angles, where colors meet. Study them. Copy and paste an image you like into your canvas to reference while you draw them.
Any experienced character artist would be lying if they said they did not use reference material when doing their best work.
Also, because squirlte is a 2D simple character design, a ton of focus is directed towards the face. focus on the expression the face gives off to you, and what you might change to give off the emotion you intended. Consider contour lines, such as eyebrows and nose wrinkles which might seem like small details, but can make a huge impact on the drawing.
I'm not saying I'm at all good myself, but I've definitely improved after keeping this information in mind.
