Here's what's actually going on, you autistic cockmonglers: The "pattern" didn't actually exist until sometime before gen 6 when Game Freak became aware that fans believed in it, and by that point the porcupine was already accepted as "close enough" to a rat, so they didn't feel obligated to use the exact animals and went with a fox instead of a dog. If they planned the zodiac pattern from genwun I guarantee you they would've used actual rats and dogs instead, but they didn't, and now they don't have to. Cyndaquil isn't and never will be a rat, but the pattern is still there and will continue until they run out of animals. Some of them will be exact, some of them will be "close enough", but there won't be anything that can't be fit into the pattern until they're all used.
