To do that, search in your settings "device admin apps" and uncheck whatever's there, you should then be able to uninstall the update.
As for the correct APK for your phone, get up the app info for Google Play Services, and read the first string of numbers in the bracket. Mine for example is 090400. Now just go here;
https://www.apkmirror.com/apk/google-inc/google-play-services/google-play-services-12-6-85-release/ and find the correlating number string. Understand?
