Have her pop in every once in a while, get under Serena's skin, remind her that she has her head in the clouds, maybe even have an episode while she "steals" Ash from Serena (like a lunch date or something like that). Hell, once Serena gets some semblance of a team, they can have a battle.
Serena seems like the girl that needs a kick in the ass to finally confess. She seems content with the current situation until some swoops in on her turf and then she starts getting nervous. It's going to take someone constantly getting on her case for her to make a move (if she ever does).
