The dome is not a turtle.
It represents the world as humans perceived it, it is said in the Pokedex.
The Blueberry Academy takes the colors of Terapagos the mascot as was the case with the Paldea Academy in the colors of -Aidon.
The dome also serves as inspiration for that of the Academy. Indeed, it has the Terastal phenomenon (should not naturally be at Unova) and presents 4 biomes from the 4 corners of the earth (this is why we find Pokemon from Alola even though they have nothing to do there).
In the Scarlet/Violet Book it is depicted as a planet in the space. The type symbols are in orbit around the dome that represents the planet.
Teraformation Zero is a clear reference.
Its star-based design and signature moves also go in this direction.
And the dome's second function is to be made of crystal, a precious gem, because Terapagos is Aera Zero's TREASURE.
Regarding the Terastal hat of the Stellar form of Terapagos, it is good to remember that ALL Pokemon with Stellar type have it on their heads, it is not a design element specific to Terapagos.
The reason they chose to depict Terapagos on Stellar's hat is because as per the plot, the Stellar type contains the energy of all types. Terapagos is a Pokemon that has the logo of all types on its body, it is intimately linked to this power and Terastal energy. Therefore, Terapagos appears on it because it is the best way to represent this exclusive type, which basically only manifested near it in the depths of Aera Zero.
You'll notice that all hats Terastal have a hexagon with angry eyes (any types). It's the same one that makes up the turtle's face of the Stellar hats, because it's supposed to represent Terapagos. We only understand the reference after finishing the DLC (for the face).
