There's nothing wrong with an otter turning into a giant otter/sealion, no more than a "turtle pokemon" turning into a "shellfish pokemon." The conch, war fan and shell swords were neat ideas too.
If anything they ran out of ideas on Emboar, who was literally a rehash of Infernape, except he was based on a sidekick instead of the hero.
