You spend about 10-20 minutes with Clair max and she only shows the slightest smidgen of change. It isn't a far comparison.
Honestly, if Pokemon was better written and we spent more time with her they could have done an "antagonistic Gym Leader" turns good, or they could have done a more interesting take on a purposefully unlikable character. As it stands she's just not good in my opinion, but I feel that way about most of the Johto leaders.
