Only bothered ranking pre-evos if I felt their score was better than their final evo. I don't judge pre-evos too harshly cause I feel like they're inherently designed to change and have potential, so I usually judge them based on their end result, and only rarely do I end up thinking an evo "ruins" a pre-evo.
