With timid and max speed EVs, it'll hit 548 speed. The target would need 137 speed or less to be 150 BP (and 182 for 120 BP).
With just 75 base speed, a neutral nature and zero investment, you wind up at 186 speed.
Electro Ball is fucking trash, you're better off with Thunderbolt.
