Instead of the pokemon getting a new form, the trainer themselves get more powerful via gaining a new visual appearance (pokemon armor or some shit). For example they can get pikachu armor, charizard armor, etc and have their own trainer abilities increased, such as choosing two moves at once or using two items at once and etc. And depending on the pokemon their armor is based on they can buff the pokemon as well or gain new special abilities. And perhaps the most important part of it all is the trainer can fight too.
