In a Pokemon game, I expect to encounter Pokemon related obstacles. Seeing a bunch of Psyducks block my path feels more natural and Pokemon-like. A flash mob of dudes in your way could be in any game, making it stick out more and feel more offensive.
Second, the payoff. To disperse the Psyducks, regional champion Cynthia introduces herself and gives you a SecretPotion so that you can take care of it yourself. The dancing dudes? They explicitly tell you there's no reason for them to be there, and nothing interesting happens to get rid of them. They don't introduce a new character, they don't make you feel important, they don't call back to a key item from a few gens ago, nothing. The dancing guys are just a blatant and offensive rpg roadblock with nothing more to offer other than maybe a cheap laugh and a topical reference to flash mobs.
