I consider it to be similar to Cubone, as the design itself is neat but the story makes it truly memorable. How much of Cubone's fanart features its story prominently? How much isn't influenced by the given personality in any way?
Why would being meta not justify it? Plenty of Pokemon have meta designs, hell Farfetch'd is a pun no one outside of Japan will get. Mimikyu is a celebration of Pokemon's anniversary (in addition to everything else) and there's nothing wrong with that.
The laziness is just a GF problem in no way unique to Mimikyu. Almost every Pokemon looks exactly the same as every other Pokemon of its species and there are very few exceptions out of over 800 now. Why do all Machoke have the same belt? Why do all Alakazam have the same spoons? This a mark against GF, not Mimikyu. I disagree about the story being an afterthought, as it fits together very well and the design is good in any case.
You're free to not like it, but that's just an opinion. Mine happens to differ.
