It's everything wrong with mega evolutions and z-moves but magnified by the fact that it can be used unconditionally and requires little to no teambuilding.
People fooled themselves into thinking being available to all Pokemon meant it was more balanced, when in reality a handful of Pokemon will always exceed and warp the meta around them (no different than megas, really). Just look at Togekiss dominating VGC.
Smogon hasn't fully come to grips with this fact seeing as they're only delaying the inevitable universal ban and you can bet BSS and VGC players don't voice their complaints because they have no say in the matter.
Still better than VGC 2016 though.
