That's not believable, either they have guidelines that prohibit this, or they don't. An internal guideline that is overlooked like this is something I don't buy and you shouldn't either.
If the guideline was imposed from the outside however, they'd be able to get away with additional outfits that haven't been checked, as is often the case with censorship in gacha titles, or games on Playstation.
