I decided to stop being anal about Budew and just use it and accept that it'll be missing out on some moves for evolving into Roselia late. Since my ways of increasing happiness are limited my only alternative is running around for hours to happiness grind and that seems lame as fuck. That being said, I never knew that using X Items increases happiness for some reason so I'll amend the usual "no items in battle" rule and say it's okay to use X Items against wild pokemon. Surely GameFreak did not intend for people to be this autistic about Budew.
