>>20495086There isn't necessarily a tier list. Pretty much any pokemon from the Kalos dex is allowed and they must be born in Kalos (So no tutor moves from previous gens).
That being said, the meta is somewhat overcentralizing via Mega-mom and Mega-Mawile, but they are by no means unbeatable, especially in a doubles battle.
Hey if a dude can win with an AV Wigglytuff with a decent team backing it up (or vice versa) then you'll get by in VGC by having a good gameplan. Just don't run 4/252/252 ev spreads unless a pokemon you use needs that spread (i.e Garchomp, M-Lucario, occasionally mega-mom etc).
