There's absolutely no need for speed control when the team's BSTs are so much higher all around compared to typical early game monsters the player can catch. The player would have to level grind their ass off for the Masquerain to really meaningfully pull off the thing it's clearly 'supposed to'. The Focus Sash is wasted too, how on earth would you threaten to OHKO this thing without setting up first? Early game Rock mons don't have attack stats like that. If you're going to go balls out making a European Extreme first gym, play some more Pokemon first so you don't end up with pointless dead weight like that.
